some time ago by general rulings applying to othe635

It was explain - officers as well as to Captain Taylour. ed to him in each case that the ruling was general, and that the Colonial Office were merely following Treasury

practice.

|

The miscalculation to which Captain Taylour refers in paragraph 5 of his memorandum was due to a misconception in the office of the Crow Agents for the Colonies as to the rate of the Admiralty bonus which was to be refunded to him; and the subsequent calculatio showed that he owed the Government of Hong Kong

In a letter of the 26th considerably over £100. September, 1920 he had represented that his pension was insufficient to meat his family expenses, and it was

80 in- decided to waive the refund of this sum and he was formed in the letter from this Department on the 14th October, 1920. I think you will agree, therefore, that Captain Taylour's statenent that he heard nothing further as to repaying this debt of over £100 is not quite in accordance with the facts of the case.
